Kagera RC rails at offensive tendering



THE Kagera Regional Commissioner (RC), Mr Salim Kijuu, has called upon councillors in seven districts in the region to be focused and avoid conflict of interest through taking tenders using shoddy companies. This, he said, jeopardised their noble duty of serving the majority poor Tanzanians. “Councillors should always avoid involving themselves in taking tenders using shoddy companies.

People expect a lot from you. This also results in corruption,” he said. He was addressing councillors from Muleba, Bukoba, Biharamulo, Ngara, Karagwe, Kyerwa and Misenyi districts.
The RC said councillors need to be creative and focused so that they can manage to engage in various development projects.
You should ensure that you identify multiple internal sources of revenue and the use electronic system to boost up revenue collections, he said. He noted that the Bukoba Municipal Council obtained a questionable audit in the 2014/15 Controller and Audit General’s report.
Mr Kijuu also directed the Bukoba Municipal Director, Mr Stephen Makonda, to contact relevant authorities and order the return of Human Resource Officers mentioned by the CAG for making dubious payments to “ghost workers” amounting to 74m/- during the 2010/2012 period.
The Bukoba Municipal Mayor, Mr Chifu Karumuna, told the RC that his office failed to implement some of development projects in the area due to technical errors. The projects include the construction of modern and complex regional market and a new bus stand.
He said a team of experts has been tasked to review the contracts and forward the recommendation to the Councilors. He also said that today they will hold discussions with officials from the Tanzania Investment Bank (TIB), regarding funding of some of the projects.
Construction of the Bukoba market complex and a new bus stand, was raised in 2010 but failed to kick off due to political misunderstandings between the former Bukoba Urban Legislator, Ambassador Khamis Kagasheki (CCM) and the former Mayor, Dr Anatoli Amani.
Ms Galiatano Mwajabu (Special Seats-CCM) cautioned that some of the agents appointed by the council to collect revenue were not faithful and needed close supervision.
Meanwhile, Police in Misenyi District are holding a suspect, identified as Suli Kayondo (36), for attempting to smuggle 20 tonnes of rice to a neighbouring country.
Reports said Kayondo was carrying the consignment in a Scania lorry with registration number T 113 DAH, which was intercepted at Bunazi centre, in Misenyi district at around 3 a.m. on Wednesday.
